TOWN OF KREMMLING

REGULAR TOWN BOARD MEETING

November 3, 2008

 

The Board of Trustees for the Town of Kremmling met in the boardroom located at 200 Eagle Avenue.  Mayor Thomas Clark called the meeting to order at 7:00 p.m.  Trustees present: Mike Music, Ken Bentler, Isaac Schonlau, Jason Bock, Erik Woog, and Grant Burger III.  Staff present:  Town Manager Ted Soltis, Town Clerk Rhonda Shearer, Public Works Director Doug Moses and Police Chief Scott Spade.             SCHONLAU MOVED TO APPROVE THE REGULAR TOWN BOARD MEETING MINUTES OF OCTOBER 15, 2008. BENTLER SECONDED. ALL “AYE” VOTES.

 

            BENTLER MOVED TO APPROVE THE EXPENDITURES FROM OCTOBER 16, 2008 THROUGH OCTOBER 31, 2008 IN THE AMOUNT OF $574,397.71. SCHONLAU SECONDED. ALL “AYE” VOTES.

 

            BENTLER MOVED TO APPROVE THE AGENDA. BURGER III SECONDED. ALL “AYE” VOTES.

 

            Citizen Comment: None

 

            Mayor Clark gave the Board an update regarding the Windy Gap Firming Project. The deadline for comments on the project has been extended. The Mayor has a draft letter that he will continue to work on and should have a final letter to present to the Board at the next meeting.

 

            Manager Soltis discussed the 2009 budget with the Board.  The Public Works department will receive a new truck.  $200,000 out of the General Fund and $300,000 out of the Water Fund has been set aside as matching funds for a $2,000,000 water line replacement grant. There is also money set aside for some minor street repairs, a new computer for Town Hall, and a 3.5% COLA increase for employees.  The Town will also discontinue the Judicial and Police education fund and not collect the Brain Injury Fund.

 

            Manager Soltis also talked to the Board regarding vision insurance. The Town does not currently have vision insurance and Manager Soltis would like to see it added as a benefit to employees.

           

            WOOG MOVED TO ADD A VISION PACKAGE TO THE TOWNS CURRENT HEALTH POLICY. SCHONLAU SECONDED. ALL “AYE” VOTES.

 

Mayor Clark reported:

§         He received a press release from the Colorado Timber Association that they will be reopening the sawmill in Saratoga, Wyoming.

§         He, along with Manager Soltis, attended a Colorado Municipal League (CML) Water & Wastewater issues committee meeting.

§         He attended a Roundtable meeting on energy water needs assessment in Glenwood Springs.

§         He attended a Northwest Colorado Council of Government (NWCCOG) executive meeting. They worked on their 2009 budget. The Recreation Committee was not able to use the $5000 grant they were awarded for a survey, and NWCCOG agreed to allow the Town to use the money for preparation for the upcoming water distribution replacement grant.

§         He and Manager Soltis met with county staff regarding the Master Plan. They looked into areas the Town might be able to expand in the future.

§         He and Manager Soltis attended an Airport Committee meeting.

§         The East Slope and West Slope negotiations with water issues are making progress and moving forward.

§         He and Manager Soltis had a meeting with Michelle Halstead from the Colorado Department of Transportation. They discussed issues and priorities for the Town.

§         NWCCOG is looking into forming the Colorado Bark Beetle Cooperative and making it a standalone organization.  He was appointed to the steering committee.

 

No Police Report

 

Public Works Director Moses reported:

§         The Jones Dam project is in the works. The inspection report shows voids in the dam up to four feet, and there is a significant possibility of dam foundation movement and failure. They recommended lowering the reservoir, which was already being done. They will continue to work on the process of getting the repairs completed.

§         The contractor is getting closer to finishing the water transmission line replacement. The water line replacement on Jackson at 11th Street is installed, and service lines now need to be installed. They have begun work on Jackson Street in Kremmling Country. Weather permitting, they should be done sometime next week.

 

Manager Soltis reported:

·         He answered a question from the last meeting regarding the property at the Northwest corner of Hwy. 40 and 17th.  A CDOT permit was obtained by the property owners.

·         He answered a question from the last meeting regarding the Alternative school.  The School District does not need to work with the Town or County to convert the school into living quarters.

§         He will begin working on the DOLA grant for the next phase of the water line replacement.

§         The Library District will be on the next agenda. Their lease is up. They are looking for support as they are going after a DOLA grant to do some remodeling work.

§         There is a group from Norway that is interested in purchasing the Box Car property east of Town and building a pellet plant. They are in the initial stages of inquiring into the annexation process.

§         He has expressed a desire to the County to be part of the process of the changes being made at the Kremmling Airport.  He has been attending Airport Committee meetings.

§         He is working on finishing up the Roof the Rink grant.
